    I really like the responsive options on Elementor, but before I go making all sorts of adjustments for mobile, I wanted to know:

    Do hidden sections/elements still load and affect site load times?
    If so, can using lazy load (like that by WP Rocket) solve this?
    Or should I only use this option sparingly?

    Yes, use this option sparingly, only where you can not customize the responsiveness by fields values.
    Of course, for images in the code of the hidden widgets you can use the technique of lazy load, but for this, you need to install an additional plugin.
