So I can have a website on Dreamhost running from a GoDaddy database?

No, but that is not what you asked.

You can have two servers on the same network next to each other – one running apache and one running MySQL and get WordPress working, but to have each hosted by different hosting companies is not going to work if the security is configured as it should be. Even if the security was opened up and routing configured to allow it to work, WP would probably be much slower than it would be if the servers were on the same network.
