Doesn’t provide any service – not even update theme capability

Are you serious? It is a toolkit for developers – theme makers and plugin authors. It also does not have a snowboard, and don’t fly. It has a purpose, and that purpose is described in a long plugin description.
If you want to user-side plugin, there is official “WordPress Envato Market” plugin, that does all these updates etc. automatically, because it’s purpose it’s absolutely different.
