Doesn't work

This plugin doesn’t work. I used exactly as instructed, inserted this code into a template:
<img class=”image” src=”<?php echo c2c_random_file( ‘/wp/FRONTPAGE-IMAGES/’ ); ?>” />
But it returns nothing.
