doesn't work

It doesn’t work at all on a fresh WordPress install.
I tried to debug the problem and found that ADMIN_EMAIL isn’t accessible at index.php. That was easy to get around by replacing ADMIN_EMAIL with an e-mail address.
Then it worked but like a deaf rooster. It keeps sending mail every time I navigate at admin panel.https://www.ads-software.com/plugins/email-notification-on-admin-login/
