Domain name change PLEASE HELP SITE DOWN

PLEASE HELP ASAP!!!
I know this should be a simple fix, but the site was for some reason created with the original home page going to https://www.bableap.com, but as soon as you clicked on an inside page the url changed to a long number (https://72.249.150.161/~bableap/?page_id=191) so I went to general settings and changed the url name from the number to https://www.bableap.com. now i cannot access the site AT ALL to change it back…. please please help
