But as you didn’t indicate what steps you’ve taken already, can you please confirm if you’ve properly ACTIVATED network setup?

i added the activation script in my PHP config file and uploaded it before deactivating all the plugins

the network setup function didn’t appear which led me here and to discover there are some plugins that disable the network sites capability in wordpress

ya, it’s possible if your using network setup plugins in WordPress they would overwrite the code which you did write on .htaccess and wp-config.php files.
