Don't want to skip form

    I don’t think I understand the first part of your question here..??

    If you want to ensure people always go through your form you can set the Express Checkout button to display on the checkout form only using options in the settings.

    – Display on product details page (disabled)
    – Display on cart page (disabled)
    – Display at top of checkout page (disabled)
    – Display in general list of payment gateways (enabled)

    If you have your settings configured that way people would have to fill out the checkout form and continue just like any other gateway.
