Hi its due to the below error. You have to ask the hosting to enable the mbstring extension:

You cannot make these changes to PHP.ini at cpanel level. It has to done at the server level.

We have looked at the Logs and we have not seen any error like the one that comments can give us more clues about this ???

The only error that is detected when trying to download the file is this that attached

in admin-ajax.php . But this is not registered in the php error logs or in the logs of the server, and in no case do we see an error referring to the mbstring library.

In my case I discovered in the error log file that two columns in the table wp_ebd_link were missing.
I added the following columns in the table wp_ebd_link:
selected_id (int)
time_requested (varchar 50)

And now it works.
