Download Button and New FIle Name

As a site Admin, when I just replace the file and click on the permalink, I am presented with an intermediate page that requires me to download the new file. This step is not ideal – is there a way to remove this step so when the file link is clicked it opens directly to the file?
As an Admin, when I replace the file, use new file name and update all links and click on the permalink, I am presented with a Sorry! It seems the page you’re looking for either can not be found or you do not have permission to access it.
Our permissions plugin shouldn’t be blocking anything for site Admins…
Any insight to these issues is much appreciated! Thank you!
