Download folder empty all files in DLM-Uploads

When I try to d/l a file that I uploaded I get 404 as the
file is in wp-content/uploads/dlm_uploads/2014/06/yet the link is to /testsite/download/5417/ which is empty
what am I doing wrong
i left the setting as download and reset permalinks ???
