No idea. I’d probably just try a different popup plugin until I found one that worked.
From your other posts I thought you were doing inline link, but your message here talking about a link not showing up in your email. Does that mean you are doing ‘both’? Are you getting the email and there is no link in it, or are you not getting the email at all?
Make sure you are aware that EBD sends 2 emails out. One goes to the To: value of the CF7 form that you made. I call that one the notification email. He lists what the user downloaded, but it is not a link, just the name of the file. The other email goes to the email address that the website visitor typed into the EBD form (and then hit Submit). That email contains the link to the download file (and/or has the download attached if you selected that option). Note that it is common for that email (the one going to the website visitor) to not actually be delivered (because of the From: value .. this is a common issue when your website is on shared hosting). It is best to test with an email address that is not your WordPress Admin email address — that way you can easily see if both emails show up — one to the WordPress Admin (the notification email that has no link) and another to the email address entered into the form by the website visitor (this one will have a link – if it gets delivered, but it is often blocked by the email provider [gmail, yahoo, etc].
