Download redirecting to homepage

I have seen a couple of other threads with the same problem. The download link shows up as the correct pdf title, but when you click on it you are redirected to the homepage instead of the download. I have made sure hotlinking was not checked in settings and no access is also set up in page settings. Neither have helped.
