You can limit the number of downloads and the link expiration under Downloads > Settings > Misc > File Downloads.

You can lock downloads to IP using this extension: https://www.ads-software.com/plugins/easy-digital-downloads-lock-downloads-to-ip/

1 user can make a maximum of 5 downloads. 5 downloads can be a, b, c, d, e files.

Your suggestion can download 1 file maximum 5 times. I dont want this.

Sorry for the delay here. There is no good way to do it with the core plugin and available extensions so the only option is to hire a developer to custom code that functionality for you.

What does it mean “There is no good way to do it with the core plugin and available extensions”?
All Access Pass can not do that?
