Draggable blocks in admin views should have touch pickup delay

Draggable blocks in the admin interface, such as Menu items and Widgets, are accident prone on touch devices such as the iPad.
Native UI elements in iPadOS become draggable only after a short hold, as to avoid accidental moving. In WP, a careless scroll of the admin view will misplace blocks as they respond to the drag event immediately. Menus and sidebars can get messed up easily.
Suggestion: add a “hold touch down for 300ish ms” to draggable elements when in a touch based context.
