Dreamweaver vs. FTP featuring permissions & Apache 2.2.8

I am having trouble understanding something about setting permissions. I have installed XAMPP, which has Apache 2.2.8, PHP 5. I am running this on my MacBook Pro in OS 10.4. I am also using Dreamweaver 8, and trying to work with WordPress 2.5.1. I am using CuteFTP 3.05.
When I use my FTP client to change permissions on a file or folder in the web root site folder, then view the permissions settings of that file or folder in the “remote” site in Dreamweaver, the permissions are set to 0.
When I use Dreamweaver to set the permissions to anything then view them in FTP, they are the same as what I set them to last in FTP, Dreamweaver does not affect the permissions I see in FTP.
It seems like Dreamweaver and FTP are not using the same User or Group perhaps, so how do I make sure that DW, FTP, and Apache are all looking at the files in my www root using the same User/Group?
I’m kind of new at this, please bear with me. I really need to get this sorted out quickly.
