Drop-Down List and Sub Lists without extra pages

I am trying to change my dropdown list so that they are not click-able until a correct position on the sub-list has been chosen so that a blank page can not be selected.
For example, on ‘Photos’ is a blank page, and it only exists to get to the sub-item pages connected to this list. Is there a way of not having to use these blank pages.
