Drop downs displays applicable options on category page until clear

I have a filter on a category page. When you arrive to page, the drop downs display the correct and applicable options for the category. If you perform a filter, the correct products will show. Then, if you select Reset (Clear), the choices of dropdowns now will show all categories, and all the brands. Is there a way to force the clear to retain the original options of the drop downs after clear is selected?
