Dropdown County/State CSS not rendering

I’m currently working on this site. When you add a product, view the cart and try to calculate shipping, the state/country/province dropdown menu doesn’t look the same as the country drop-down menu.

I haven’t changed any of the PHP files; it’s been done through CSS. I’m kind of at a loss on why this isn’t rendering like the country drop-down menu.

Any help would be appreciated.
