Duplicate Urls in Webmaster tools – UTF-8 issue?

Google Webmaster tools is showing approx 200 urls (out of 1200+) with duplicate Meta Descriptions. This is because 2 urls are each resovling for the same post. One with UTF-8 characters and the “correct” url with UTF-8 char converted.

Now the 1st url is how it appears in the wp-posts => post_name field

but for whatever unknown reason (to me) UTF-8 is not being “translated” in some instance to the 2nd url version.

It affects any post_name urls that includes any of the following UTF-8 characters.

%e2%80%99	 = '
%e2%80%98	 = "
%e2%80%93	 = -
%e2%80%9d	 = ”
%e2%80%9c	 = “

The same is also happening for approx 130 Titles also, though the Titles in the wp-posts => post_title field don’t use UTF-8, just the literal e.g. Link
