Duplicate the "add fee" feature?

Basically I just want to duplicate the “add fee” feature in Woocommerce. My goal is to have an “add payment” button there. I know I can do this already with the “add fee” button, but I also would like to add a note section so I can optionally include a note when manually adding a payment.
Does that make sense? Any ideas?
