e-mail Confirm Link has no effect?

Hi, I am trying to set things up so that when users register for my site, they need to confirm their e-mail before their registration is accepted. I’ve included the [confirmation-link] shortcode in my registration e-mail, but as far as I can tell, users are accepted as members before, or whether or not, they verify their e-mail…maybe I’m not understanding this confirmation link correctly?
