E-mail notification ON by default

Hi all,

My wordpress site is currently setting all new users Email Preferences to OFF. I want this to be ON meaning that both:
“Accept to receive post or page notification emails” and “Accept to receive emails sent to multiple recipients (but still accept emails sent only to me)” should be checked.

Does anyone know why this is happening and/or where I can change this?
