Easily changing a block from paragraph to ___fill in blank

I have copy of my text from a text file. So, I copied and pasted it into the new page I created. Then, the next step is to FORMAT each of the sections, etc. (similar to a word processor). However, I can’t easily do this. What am I not seeing???
In other words, how do I easily (one step) convert a paragraph Gutenberg block into a header block? When I highlight, or otherwise make sure that my cursor is squarely placed in the paragraph block, then I should be able to get a pull-down menu or something along these lines to convert this paragraph block into to a header block. Please enlighten me!!
