Easy Menu Creator

Hi

i looking for easy menu creating solution – i have a 700 pages in my wodpress created by locations – regions etc. and i try right now create a 30-40 menus for every location, and right now is a problem from admin setting a MENU is a useless to create this. is any backend plugin to easy create menus tnx for help.
