“Easy Smooth Scroll Links” Plugin Not Working

Hello!

So I am doing a one page design, with menu anchor links, and smooth transitions.

For some reason, the transitions are not working, even though the plugin is installed. The anchor jump does work, just no transition.

I tested this on a different site, with the same theme and it worked. What could be going wrong?

This is a multi-site set up, if that makes any difference.
