Edit member List Admin Filtering Only Shows One Option for Dropdown Value

I have a single list of members and 2 member directories create – one is a public list, the other a private (members only) list. What I am trying to achieve is to have members appear only on the list they select so I created a Custom field using a Dropdown called Show On Public List with 2 choices, Yes and No. The form is then Saved / Updated.
Next I go to the Member Directories and edit my “Public” directory. When I the enable the Admin Filtering and select my Show On Public List I then get another blank box in which I can select the value I want. The problem is that I can only select one option (No). There is no way to select Yes.
I have also tried Checkbox and Radio field types – I always get the same problem – not always No, sometimes Yes.
