edit users has disappeared

The “edit” option for each user has disappeared. I’m only seeing the option to delete each user. I’ve deactivated other plugins, but editing users is still not an option. I’m using Paid Memberships Pro, but this did not seem to be a conflict when I set up the site 3 months ago.
Suggestions for troubleshooting this?
