Editing Arrangement of Images on a Page

I would like to insert images on to a WordPress page. I would like to have titles and then corresponding images underneath. However, it is not allowing me to do that. If I try to add more images below a new title all the images get inserted into the same gallery and remain clumped together. I can’t section the images. How do I do that?
