editing comments section – query

i’ve been trying to find the sections where you edit two specific aspects of the comments section and i cant seem to find them.

1) where does one edit the the color and verbage of the section in the comments that reads

“This entry was posted on Friday, August 18th, 2006 at 2:52 pm and is filed under scraps, cab guilt, hungover, not the healthiest choice, vodka, top ramen, green tea, alcohol, food, red wine, jaegermeister. You can follow any responses to this entry through the RSS 2.0 feed. You can leave a response, or trackback from your own site.”

2) where does one edit the color and css info of the actual comment itself?
