Editing wp-admin/profile.php

I want to limit the access of users to edit their profile at wp-admin/profile.php. How I can make a customized template for this page?

I took a look at wp-admin/profile.php, but it is not easy to modify it; moreover, it will be updated upon wordpress upgrade.
