Yes, as explained in this post it is possible to allow users, or users with specific role to view the audit log. You can also allow them to fully manage the plugin.
In short, to do so navigate to the WP Security Audit Log settings and add the username of the user is question to the setting Can View Alerts. You can also specify a role here, so if for example you specify the “Editor” role, every user with the Editor role will be able to view the audit log.
If you would like to give them full access to the plugin, which would allow them to also enable or disable alerts, add them to the Can Manage Plugin setting.
