Editor Role Issue

I have a client setup as an editor. When she uploads a pdf and links to it the link displays a page not found even though it is clearly linked.
When I log in as an admin and hit update (no other changes) then the url works.
It’s as though her role is not allowing the cache to update/flush.
Have you ever heard of this before? How can I fix this?
