Editor role permission for forms editor

EM user here too.

You need to assign the ‘list_users’ capability (native WP) to the editor role. (See /events-manager-pro/emp-forms.php line 38).

Something like this should work:

function em_form_for_editors() {
    $role = get_role( 'editor' );
    $role->add_cap( 'list_users' ); 
}
add_action( 'admin_init', 'em_form_for_editors');

at the moment Forms Editor uses wp role ‘list_users’; You can use WordPress other user role plugin to enable ‘list_users’ to certain users
