Editors can’t change levels of lower users

I would like to allow editors to change levels (from the PMP Package) of another user of a lower level, but am not too sure where to start.
Found this post https://www.ads-software.com/support/topic/allow-editors-to-changeadd-membership-levels-for-members/ which describes the same problem I am having but that post is 3 years old.It seems like the plugin has been updated, but I still don’t see what I have to change or add in the code to get it working.
I’m using the User Role Editor Plugin to enable Editors to create new users, etc. Now I just need to get the Editor to be able to change levels, which option isn’t showing up at all in his dashboard.
Is this right still restricted only to site administraors? Can someone help please? Appreciate any tips.
