    An update for fellow readers: the issue was resolved by adding the user="current" parameter to the [avatar_upload] shortcode.

    I have the exact same issue (the admin pic is displaying for all users) and I have tried to update the shortcode as such [avatar_upload user="current"] but it just breaks the shortcode in elementor. Do you have any other thoughts / suggestions for this?

    Update:
    Adding a username other than current at least doesn’t break the shortcode. So for example
    [avatar_upload user="user x"] – doesn’t break, but doesn’t do anything, still displays admin avatar.
    [avatar_upload user="current"] – breaks shortcode.

    Fascinating. No closer to figuring this out, but am figuring out what doesn’t work. ??

    Sorry, I just realized I had a typo in my above answer. The paramerter needs to be added to the [avatar] shortcode and not the [avatar_upload] one, like so:

    [avatar user="current"]
