Eliminate render-blocking JavaScript and CSS in above-the-fold content

well, the only solution would be to remove jquery and also tick the “also aggregate inline JS” option, although this could cause serious cache size issues. and that is why by default jquery.js is excluded; it’s the safest configuration ??

no way!!! I did as you said .. but if I delete jquery.js Visual Composer 5.1 plugins, Yoast SEO will not work ..

well, it does not show jquery.js as render-blocking resource, but that breaks your site, so you should re-add js/jquery/jquery.js to the JS optimization exclusions to fix that @jocoweb. a functioning site is a lot more important then a great (and somewhat artificial) pagespeed score ??
