If I make it to the page where I can enter my credit card details and then, for whatever reason, abort the process, I made a payment intend which results in the status pending payment.
What we mean by payment intent is the process actually going through. So a payment intent would only be made if the customer clicked to complete the transaction, adding the credit card information, but not completing the order does not qualify as payment intent on this context.
