Email Notifications not working correctly

Morning all,
I am having issues regrading the notifications inside of publish press.
Currently when content is moved to a published status under the category ‘staff suggestions’ it will send an email to the administrator
The issue I am having is that its conflicting with another email rule I have setup using the same format for bulletins as shown below
when content is moved to a published status under the category ‘bulletins’ it will send an email to the administrator + subscribers (when issue fixed)
To summarise, when sending out a bulletin the staff suggestion email triggers instead of the bulletin email.
How can I fix this issue?
