Email notifications only goes to the first email listed

Under Settings it says:

Email notifications
Enter the email addresses that should receive notifications (separate by comma).

However, when I try to send it to 2 or more emails (separated by commas) it only goes to the first one on the list. I have rearranged the order of the addresses and when a specific address is listed first it will go to that address, but if said address gets moved to #2 (or lower) on the list then the notifications are no longer received. It doesn’t look like it’s going to spam, is there any solution to this?
