Email routing uses default even with routing configured

Hi,
I am having problems with the Email routing on form submission.
I add 3 rules for my form as it has a select option to determine who to send the email to.
Each rule has a required field for Default email address. It also has the Email routing function where I define a rule to send to a user based on the select option.
I also add CC and BCC entries here ( which is why I have to use 3 rules instead of one rule with multiple email routing rules. the cc and bcc are different for each option.So far so good. But when I submit the form the email is sent to the default recipient and the email routing defined recipient.
Why is this? It should go to one or the other but not both.Thanks
