email user activation link leads to 404

Hi.
We recently noticed that we are unable to add new users due to issue given in title of this post. I’ve tried to troubleshoot this for several hours to no avail. An example of an activation e-mail that leads to a 404 page:Thanks for registering! To complete the activation of your account please click the following link:
https://<removed address>/activate/?key=6d2da58df47ed08d
The site is in a pretty restrictive setting (for example, requires update via SFTP), is multisite. I’ve disabled all plugins. Enabling the error log shows these errors repeated every second or so:
