email users with specific role?

hi every one, i am in the development period of a real estate site, one of the requirements is to make a front end inquiry form to send an email to all users with the role agent…

is there any thing ready you know about? or would it be possible to give leads on how to create something like this? knowing the front end user will not be logged in in order to send the email..
