I’ve got both ‘enable location email notifications and ‘send copy of WC New Order email to location address’ options enabled, but the emails still only goes to the site admin.

Please install any email logger and see if emails are appearing under logger, if you see the emails there, then functions are working fine and there is some other problem. This support forum is to report the bugs and errors which can be reproduced, something require testing or related to a different use-case would require troubleshooting prior.

I have an email logger and the emails are only going to the email defined in WooCommerce > Settings > Emails.

I have tried clearing out the recipient but it just keeps the site admin email in there.

How do I change the email notification template so it is using stock locations instead?

Please troubleshoot the public function “stock_allocation_notification” because I doubt in your settings, maybe it is not being triggered.

I have completed the troubleshooting, you were missing an important setting on the location edit page as follows

Auto order allocate / Should stock be auto allocated to stock locations when an order is placed?
