Emails sending speed slow if not logged in on wordpress dashboard

Hi i have the newsletter plugin i am using my provider allows me to send 700 emails per hour and it doesnt even reach that many,and i must be logged in on the word press dashboard with the newsletter plugin open for it to work faster otherwise it sends 700 to 2000 emails a day but either way it still does not reach the 700 emails per hour i can send
