emojis disabled!

I am fully in agreement with https://wordpress.stackexchange.com/questions/185577/disable-emojicons-introduced-with-wp-4-2 — “114 lines worth scripts and styles in the header that are not even minified”, and should not be in core anyway, emojis are just a cutesy display thing, nothing to do with web building.
