Enable Payment Gateways Configuration error…

Hello

I am trying to configure available payment gateways for individual products but when I add both products to basket and try to checkout I recieve an error msg “Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements.“

I assume “state” does not refer to a location but instead to the state that the basket is in, ie; confused?

Any help would be greatly appreciated.
