Enabled but Not Working

Hi,
I have enabled under construction mode but it doesn’t seem to be working (the only exception is that it was working on the mobile version of Google Chrome). I have emptied the cache and made sure that I am not logged in, and even tried using another computer with several browsers and the under construction page didn’t show for any of them.
Can you help?
