Encoding for pages issues

  • I have WP3.5 last version.
    every-time i used to write in Arabic language i have a question mark charaters when i publish my post.
    when i go to settings-> readings i cannot see the “Encoding for pages and feeds” field to change the encoding to UTF-8! while on another WP site I have this settings field and no pbm with Arabic language.
    please help
