Endless Spinning Wheel for forms over 10MB

Hello! I am using a CF7 form on our website that requires an upload of 3 documents as either a .doc, .docx, or .pdf with no file size restriction and 10 image uploads as .jpeg, .jpg, .gif, .png with a file size restriction of 2mb each and four input fields for each image (title, year, etc). Five people with total submission sizes (all docs, input fields and images) under 10MB have had no trouble submitting. Anything over 10MB and we get the endless spinning wheel of submission death. My upload limit in my php.ini is 50MB and my upload time is 60sec. My upload speed is 12mbps. What is happening? Is there a cache somewhere I need to reset, clear, etc? Any help would be GREATLY APPRECIATED.
